Commissioner questions Behari’s failure to act on Mkhwanazi findings

Madlanga Commissioner Advocate Sesi Baloyi has raised issue with Ekurhuleni’s legal head Advocate Kemi Behari not implementing IPID’s recommendations that former EMPD deputy chief, Julius Mkhwanazi be disciplined.

Behari sent two letters a day apart to the Ekurhuleni MMC of Safety relating to IPID’s findings against Mkhwanazi.

The first letter sent out in December 2023 challenged IPID’s findings while the second letter stated that findings against Mkhwanazi were being implemented.

Behari has been accused of shielding Mkhwanazi from facing any disciplinary action in regards to the blue light saga involving alleged crime cartel leader and attempted murder accused, Vusi Cat Matlala.

Commissioner Baloyi elaborates, “That’s why you send a revised letter. So the MMC would have said, I’m not sending this out. You’re going to implement. And so you do the one-pager. But having decided to do that you and the city manager have agreed already, before you sent the email of the 7th, have already agreed you’re going to handle things differently. That is why you have PN-19 now coming under the heading of Office of the HOD.”
