Former Ekurhuleni Employee Relations Director, Xolani Nciza testifying at the Madlanga Commission
Former Ekurhuleni Employee Relations Director Xolani Nciza says that the Ekurhuleni Metropolitan Municipality Police Department (EMPD)’s HR HOD, Linda Gxasheka was reluctant to initiate suspension proceedings against EMPD deputy chief Julius Mkhwanazi.
This was over allegations that he fitted state blue lights in private vehicles belonging to controversial businessman, Vusimuzi “Cat” Matlala.
Nciza, who is testifying before the Commission, says he was informed about the blue lights allegations against Mkhwanazi in February 2023.
“My understanding is that she was reluctant because of the risk associated with the suspension itself. I didn’t understand her to be reluctant in respect of the substance of the issues that pertained to the suspension, but it was the risk issue that she expressed more concern about. She did not express concern over the allegations.”
Two EMPD members have testified about Mkhwanazi’s alleged corruption and misconduct.
