Khumalo says Mchunu was angered by suggestions that PKTT should not be disbanded


Crime Intelligence Head General Dumisani Khumalo has testified about how Police Minister Senzo Mchunu was angry at a proposal, that the Political Killings Task Team (PKTT) should not be disbanded.

Khumalo says this occurred in a meeting in March this year, where both him and National Police Commissioner General Fannie Masemola were a part of.

The PKTT, which was disbanded on 31 December last year by Mchunu.

Mchunu has been placed on special leave.

Khumalo has told the Madlanga Commission that Mchunu did not agree with the gradual winding down of the PKTT but preferred an immediate disbandment.

“When the Minister was reminded that the PKTT was initiated in part by the President, he said that we should not mention the President and that he was tired of hearing about the President. Then he said that the President was in agreement that the PKTT be disbanded. I was shocked by this revelation since the President was briefed about the work of the PKTT.”

Khumalo also adds that he did not consider complying with a directive to disband the PKTT.

The said order had come from Deputy National Police Commissioner General Shadrack Sibiya.

Khumalo has testified that Sibiya requested the report from as early as the 3rd of January this year, three days after the PKTT was disbanded in December.

Khumalo told Commissioner Sesi Baloyi that Sibiya was not authorised to issue the directive.

“When the letter of the 17th came, confusing and contradicting itself as it is but I did not consider complying with it because I had this other plan and the arrangement and the instructions from a more senior officer. In short, is it correct, would it be correct to characterize it this way? General Sibiya went and did his own thing when he sent you this directive. He did not have the approval of the National Commissioner? That is correct.”
